DALLAS (1080 KRLD) - CBD oil seems to be everywhere. We see it in grocery stores and health food stores, but it is technically still illegal in Texas?

There is a bill on Governor Abbott's desk that would legalize the production and sale of hemp and hemp products like CBD oil, but he still hasn't signed it.

Michael Welch,  CEO of  Rocky Mountain High Brands, says if the bill becomes law Texas would have, "one of the most comprehensive hemp and CBD laws in the nation ".

Welch believes Abbott will sign the bill.

He says the reason it's openly sold in Texas even though it's still not legal is a matter of enforcement. "Certain counties are enforcing the law and certain counties are not enforcing the law" says Welch, and he blames that on confusing federal laws regulating CBD products.

CBD oil is used in a variety of products including creams, topical sprays, candies and drinks.
