Michigan interviewed Howard on Tuesday and reportedly made him an offer Wednesday morning.
The 46-year-old spent the last seven years as an assistant coach for the Miami Heat.
He played in the NBA for 20 seasons following his career at Michigan. A member of the 1991 Fab Five recruiting class, Howard played three seasons for the Wolverines and helped them to two Final Fours.
Though he doesn't have any head coaching experience or college coaching experience, several of his former teammates endorsed him for the job at Michigan, including LeBron James and Dwyane Wade.
With the hire, Michigan is now the only school at the FBS level with alumni as head coach of both its football and basketball programs.
