DALLAS (KRLD) - Many in Dallas believe street-racing is becoming a serious problem, and it appears the city may be poised to act.

Police have proposed an ordinance that would allow officers to ticket passengers in racing cars AND people watching the illegal events.

Pastor Karen Belknap started Inspired Vision Church in southeast Dallas which gives free groceries to those in need and says she's surprised no one has been killed in her parking lot.

"Every Sunday around 200 people show up in the parking lot to spin or race cars. Kids, adults, all types of ages. And when the police come they all scatter, and its amazing no one has been killed with people going in all directions," Belknap says.
