DALLAS (KRLD) - 42 governors have opted in under a recent Trump Administration order.

In Governor Abbott's letter to Secretary of State Mike Pompeo, he writes Texas has carried more than its share in assisting the refugee resettlement process.

Krish Vignarajah is president and CEO of Baltimore-based Lutheran Immigration and Refugee Services. "I am deeply disappointed because Texas has actually had a history of leading the nation in welcoming the stranger, as so many people of faith describe this work."

But she says she's not shocked. "In 2015, the governor attempted to stop refugee resettlement,  In the legal battle that followed the courts upheld the law."

A federal judge in Maryland is reviewing whether the president's order was legal.
